BOARD MEMBERS AND SENIOR STAFF

Our work is overseen by Board Members, who are appointed by Scottish Ministers (the number of Members can vary between 11 and 15). To provide a balanced range of knowledge and experience, they include people from the wider community as well as solicitors and advocates.

Iain Robertson CBE, Chairman Scottish Legal Aid Board
Iain Robertson CBE, Chairman 1.4.06 - 31.3.10

Iain Robertson was chief executive of Highlands and Islands Enterprise (HIE) from 1990 to 2000 having previously spent 15 years with BP, latterly as director of acquisitions and divestitures in the USA. In addition to other senior industry and voluntary sector roles, he has served as a member of several boards, including the Scottish Tourist Board, Locate in Scotland Supervisory Board and the Cairngorms Partnership.

Mr Robertson is a member of the Accounts Commission and an independent member of the Department for Business, Enterprise and Regulatory Reform Legal Services gROUP Board. He was recently appointed chair of the Coal Liabilities Strategy Board, which is linked with the latter role.

Graham Bell QC
Graham Bell QC 1.4.06 - 31.3.10

Graham Bell has been a member of the Scottish Bar since 1980 and a Queen’s Counsel since 1990. He is currently a member of the Scottish Criminal Cases Review Commission.

Les Campbell
Les Campbell 1.9.06 - 31.3.11

Les Campbell is a Chartered Accountant and is currently Finance Director at Student Loans Company Ltd. Before joining Student Loans Company, he was Director of Finance & Corporate Services at Glasgow Housing
Association and prior to that he spent over 25 years in a variety of financial roles in the private sector.

  Joseph Hughes  
Joseph Hughes Joseph Hughes qualified as a solicitor in 1984 and set up his own practice in 1986 specialising in criminal court work. He is currently a Senior Partner operating 5 offices with 8 other solicitors. He is a solicitor advocate (criminal) and member of the Centre for Crime and Justice Studies at King’s College, London. He also holds a number of tribunal and voluntary sector posts, including a director of Turning Point Scotland and Vice-Chair of the Scottish Committee of NCH Scotland. 1.9.06 - 31.3.11

Denise Loney

Denise Loney qualified as a solicitor in 1987 and has held a variety of positions in private practice from trainee to partner. Her area of expertise is civil litigation and she is currently a Partner in Semple Fraser LLP, in Glasgow.

 
Paul McBride QC
Paul McBride QC 1.4.06– 31.3.10

Paul McBride joined the Bar in 1988 and became Counsel in the UK in the year 2000. He is currently Vice Chairman of the Faculty of Advocates criminal bar association and has served as an Advocate Depute.


Susan McPhee

Susan McPhee 1.1.05-31.3.12

Susan McPhee has been the Head of Social Policy and Public Affairs with Citizens Advice Scotland since 1998. Before this, she was a legal services adviser with Citizens Advice Scotland, having previously been a solicitor in private practice from 1981 to 1990.

Ellen Morton
Ellen Morton 1.12.02 – 31.03.10

An elected local councillor for Argyll and Bute since 1999, Ellen Morton is a part-time member of the Asylum and Immigration Tribunal. Mrs Morton’s experience includes thirty years in various teaching posts, and managing a business.

David Nicol
David Nicol 1.4.02 – 31.3.10

David Nicol is a solicitor and partner with Allan McDougall Solicitors, Edinburgh. He has been a legal adviser at a legal clinic run by a voluntary organisation for over 10 years and is a Director of Family Mediation Lothian.

Elaine Rosie

Elaine Rosie 1.1.05-31.3.12

Elaine Rosie has been the Training and Development Manager with Shelter Scotland since 2000, with responsibility for training and the Scottish Homelessness Advisory Service. Before this, she was the Depute Director of Shelter Scotland for eight years, with responsibility for managing all Shelter’s advice and legal services provision in Scotland.

Sheriff Kenneth Ross Sheriff Kenneth Ross 1.4.04 - 31.3.12

Sheriff Ross has been a sheriff in Dumfries since 2000. He has previously served as a sheriff in Linlithgow for three years and as a temporary sheriff for 10 years. Before becoming a sheriff, he was a solicitor for 23 years. He had an active court practice during which he, for a time, acted as a part-time procurator fiscal. He is a former President of the Law Society of Scotland (1994-95) and served on their Council for nine years.

Graham Watson Graham Watson 1.4.06 - 31.3.10

Graham retired from the Royal Air Force in 2003 as a Group Captain after 31 years service.  He is currently a member of Fife NHS Board where he is Chair of the Audit Committee. He has over 30 years of senior management experience in a wide range of appointments.
