Changes to the fees for photocopying papers

This update provides information about changes to the fees for photocopying papers in advice and assistance, ABWOR and legal aid cases and to the Board’s in-house copying service.
Changes are to be introduced to the regulatory provisions for photocopying fees, in which currently a charge of eight or nine pence per sheet can be made in certain cases. The regulations required to give effect to this change have been laid in the Scottish Parliament and come into force on 31 October 2013. The new fee rates, which will reduce the rates payable, will apply to work done or outlays incurred on or after the date that the regulations come into force.

In line with the current provisions, there continues to be no fee for photocopying in any case:
- Where fewer than 20 sheets are copied at one time
- In relation to the first 20 sheets copied at any one time
The new fee rates for all photocopying done on or after 31 October 2013 will be:
- 5 pence for each sheet copied for up to 10,000 sheets
- 1 pence per sheet for each sheet copied in addition to the first 10,000 sheets
In-House Copying Service
The photocopying service provided by the Board is not a matter for the Regulations.
In November 2009, the Board introduced a pilot scheme under which it offered to photocopy case related documents on behalf of solicitors free of printing and copying charges. Only a very small number of firms elected to use this service. The vast majority of solicitors have continued to undertake the work in-house or use the services of an external copying agency.
With effect from 31 October 2013, the Board will continue to offer a free photocopying service but only for cases where the copying exceeds 10,000 sheets. Any requests received after this date which do not meet the threshold limit will be returned.
